ICT Resilient Framework for Smart Supply Chains in Global Epidemics

Abstract
The emergence of Covid-19 introduced many dynamics into Information Communication Technology (ICT) terrain both locally and globally. ICT was stretched to its limits to deliver what it was intended to be within the confines of local communities, organizations, industries, and nations. This raised the issue of the resilience of ICT systems within all spheres of our lives and beyond. The concept of resilience has been used in many contexts - “supply chain, psychology, psychiatry, ecology, social science, economy, and engineering” but nothing has been done in ICT, although ICT has revolutionized how individuals and organizations had to cope with the advent of Covid-19 in their communities. This paper set to introduce a very important dimension of resilience that is missing in the literature. The concept of ICT resilience will change the face of the literature and bridge the knowledge gap that exist within the context of the resilience literature.
